Texas Hurricane Ike
FEMA Federal Disaster Declared September 13, 2008
How to Apply for Assistance
Apply Online
Call 1-800-621-FEMA (3362) / 1-800-462-7585 (TTY)
FEMA Housing Needs Assistance is Available for:
* Temporary Housing (a place to live for a limited period of time): Money is available to rent a different place to live, or a government provided housing unit when rental properties are not available. Search for information about housing rental resources.
* Repair: Money is available to homeowners to repair damage from the disaster to their primary residence that is not covered by insurance. The goal is to make the damaged home safe, sanitary, and functional.
* Replacement: Money is available to homeowners to replace their home destroyed in the disaster that is not covered by insurance. The goal is to help the homeowner with the cost of replacing their destroyed home.
* Permanent Housing Construction: Direct assistance or money for the construction of a home. This type of help occurs only in insular areas or remote locations specified by FEMA, where no other type of housing assistance is possible.
Ike bloomed to a Category 2 storm and is likely to grow even stronger before its predicted strike on the Texas coast early Saturday.
The newest weather forecast has shifted Hurricane Ike's landfall to the east side of Matagorda Bay, bringing the storm a little closer to Galveston County. The decision has been made following the latest forecast information to call for a mandatory evacation beginning at 7:00 am for the following areas: West Galveston Island, Jamaica Beach, Bolivar Peninsula, Omega Bay, San Leon, Bacliff and Freddiesville.
Voluntary evacuations should be considered for low-lying areas in Dickinson, Kemah and Clear Lake Shores and La Marque. Citizens should also consider evacuating if they live in areas subject to flooding or in mobile homes. If you should decide to evacuate, please remember to pack your disaster kit and important paper. Click here for a suggested list of supplies for your disaster kit. Hurricane Season runs from June 1 through Nov. 30.
Hurricane Ike continues to be a difficult storm to track because of the number of shifts in the forecast models. Given the current track, we are preparing for the possibility of tropical storm force winds beginning sometime Friday morning and possible hurricane force winds affecting the county Friday evening around dusk. The anticipated tides are between 8-11 feet at the height of the storm, but higher tides could begin as early as Thursday night.
The Galveston-Bolivar Ferry will cease operations at 11:00 PM on Thursday night.
Keep yourselves up to date on the most current information by visiting the websites of the National Weather Service Houston-Galveston, the National Hurricane Center and our web page.

Projected Path as of 09/10/08 Planning & Preparedness:
The Galveston County Office of Emergency Management's Planning Division is responsible for a number of planning activities aimed at enhancing the County's preparedness for disasters and emergencies. Probably the most visible product of those planning activities is the Basic Emergency Plan, the comprehensive, all-hazard plan that coordinates the emergency management activities of Galveston County Government.
Although the Basic Plan addresses all phases of emergency management, it is specifically oriented toward preparedness and response activities. The Plan is a policy document developed and maintained by the Planning Coordinator, and signed by the County Judge, local Mayors, and Emergency Management Coordinators, upon review and concurrence.
GCOEM develops contingency plans that guide Galveston County's response to natural and man-made emergencies, from extreme weather to hazardous material incidents. Each plan focuses on three components of a disaster: preparedness, initial response, and recovery. The purpose of these plans is to keep Galveston County safe and, following a disaster, to return residents to their daily routines as quickly as possible.
When a plan is activated, GCOEM coordinates the skills of County, city, state, federal, and non-governmental agencies, to ensure the plan is effectively carried out. Large-scale countywide emergencies, like a transit strike or a coastal storm, can require the collaboration of dozens of agencies and thousands of emergency responders. Smaller incidents, such as localized power outages or water main breaks, may only require a handful of agencies to complete restoration.
GCOEM reviews, tests, and revises these plans as intelligence and resources change. The agency enlists subject matter experts from all County agencies, including law enforcement and fire departments, and other non-city groups to advise on aspects of each plan.
A large part of planning is what’s done in addition to coordinating emergency responses. GCOEM works to inform the public of the potential hazards, in an effort to make sure Galveston County residents know how to avoid disasters or act in the event of a disaster. GCOEM encourages residents to educate themselves and others about emergency preparedness.

Port Aransas, Island Moorings Marina Safe Harbor, Has Room For Boats
Hurricane Ike Update - Island Moorings Marina Owner Kevin Dean Extends welcome to anyone who needs a safe place to put their boat.
Many boat owners who are seeking a place to store their boat from damages caused by Hurricane Ike are finding that Island Moorings Marina in Port Aransas has space and a safe harbor.
Island Moorings Marina was recently re-opened last year with major renovations and channel dredging providing access for large boats to easily enter the once closed channel.
Since the Marina has just recently been re-opened for large boats, there is space available for boat owners who are in need from Hurricane Ike issues.

Hafele said the storm hit farther east than predicted, resulting in a less severe storm surge. The eye of hurricane entered Galveston Bay, he said, causing an 8- to 10-foot storm surge long the western shore. It also brought 80- to 90-mph winds.
Flood levels were higher along Galveston's Seawall and Bolivar Peninsula.
We did have a major surge on Bolivar Peninsula, a lot of water over Galveston Island and a lot of water pushed up into the bays.''

National Guard rescues Crystal Beach residents
TEXAS CITY -- ``There is no more Crystal Beach,'' said 12-year homeowner and former tugboat owner Carl Thompson. ``We flew over it in the helicopter. It's nothing more than pick-up sticks. Our house is gone.''
Thompson, his wife Karen and their dogs were evacuated by air late Saturday to the parking lot of the football stadium across from Texas City High school.
Other evacuees flown in by Texas Army National Guard UH-60 helicopters included Shaunna Heyde, an ambulance driver from Gilchrist who had her name and Social Security number scrawled on her left forearm.
``They told us to mark ourselves in case we didn't make it,'' she said as her lip started to tremble. ``They told us it was certain death.''
Her husband, William Heyde, said the couple stayed behind to help other evacuees leave by car.
``By the time she was done, it was too late.'' William Heyde said.
He said they weathered Ike's brutal winds and rising water at a Hurricane party on High Island. William Heyde said he was too drunk at the party to care about writing his information on his arm.
``He's just stubborn,'' Shaunna Heyde said. She said she stayed sober through the party.
From their vantage point on High Island, William Heyde said he could see his house - and Saturday, it was gone.
``Everyone's talking about Houston, Houston, Houston,'' he said. ``We're going to need help on the coast.''

By Chris Paschenko - The Galveston Daily News @
Saturday, September 13, 2008 8:11 PM |
Bolivar Peninsula communities were covered by the storm surge from Hurricane Ike’s early Saturday landfall, and residents told harrowing stories of how they survived by floating until the waters receded.
Texas National Guard helicopters flew many of the evacuees from across the county to a staging area at the Texas City school district’s Stingaree Stadium parking lot, where they were loaded onto buses bound for Austin.
Two military helicopters landed at 3:50 p.m. and unloaded about a dozen people and their pets.
While waiting to board a bus, Kathi Norton and her husband Paul Norton said they endured the storm surge from their Crystal Beach home about two blocks from the seaside.
”We got a late start to get out Friday, and there was two feet of water,” Kathi Norton said. “There was no way we could get out, because rollover pass was flooded.”
As the waves pounded on the Nortons’ home standing on 14-foot stilts, they felt the floors buckle.
About midnight, the couple left the home and they watched as it rolled over onto their flagpole.
”We floated on staircases, anything we could get a hold of,” Kathi Norton said. “We floated until about 4 a.m. Roofs were coming at us. It was not a pretty picture.”
As the water receded, the Nortons, who lived on Gulf Shores Drive, waded in waist-deep surf to the Crystal Beach post office. They said few homes and none of the businesses withstood the storm.
”My husband made me wear a life jacket inside our house,” Norton said. “Thank God for that or I couldn’t be here.”
The Nortons boarded Texas National Guard helicopters, which flew them to the Brazoria County airport, but there were no evacuation buses set up there, Paul Norton said.
”Then they flew us to Texas City,” he said. “They did a great job.”
Nigel Heinrich, one of the evacuees, said he endured the storm from his Gilchrist home on the peninsula.
”It’s all gone,” he said. “We lived on the bay side, and we walked to High Island. There are only about two or three houses left. Everything’s totally wiped out. High Island’s in pretty bad shape, too.” |

My Aunt Margie M. has a home facing the Gulf and her daughter was down there last weekend. We sure hope everyone got out of Gilchrist and Bolivar areas in good shape - that's the most important. You can always rebuild a home or buy another car. I know it will be really tough though b/c that place was her haven & so many wonderful memories for anyone lucky enough to visit that beautiful area. Godspeed! |

I am also wondering about Boyt Rd. We have a house in Sievers Cove and wondering the status on that area. The pics that Pat Rodgers took are show that the big store is still there and the catholic church that is raised up across from the store looks like it is not even under water so that shows that the water level in that area is not too bad. Please email me if anyone finds anything else out about Bolivar. casey.schulin@att.net thanks and good luck to everyone! |

I located our bay house on some of houstons channel 11 coverage. Our house is on Johnson Rd. about 7 miles from the ferry landing on the bay side. Our house is still standing but the house not more than 20 ft away is completley gone. Unbelievable. 3 of the 4 house at the very end of Johnson rd. seemed to be standing including us. Johnson rd. is right before you get to sievers cove. I recognized some the the sievers cove area and the bolivar yatch basin. The basin looked pretty bad and some extensive damage to some of the house although it seemed to have a lot standing. I also recognized the Gulf coast market that seemed to still have water half way up the side of the building. 87 looks like a dirt rd. Hope this helps maybe get a feel for the conditions in the area. My family is the Crawfords and we have owned land in the area since the 30's ill try to post any other areas i recognize. |

GOOD NEWS FOR SIEVERS COVE!!!! I have been able to spot our house on Sievers Cove on KHOU.com. If you go to that website and click the raw video footage (32min video) and watch that. Right at 29 minutes it shows the whole neighborhood of SIevers Cove and EVERY home (from what I can tell by pausing and watching) IS STILL STANDING!!! The bulkhead that is stand alone at the end of the canal is even still there. So incredible and makes me SOOO HAPPY to know that at least the home is still standing. I am not sure what the damage is going to be with the under part or etc but at least we know that we are not going back to some sticks like A LOT of people down there. Best of Luck to everyone and hopefully we can start some success stories on here instead of just horror stories. God Bless all and best of luck!

My heart aches for my little slice of paradice: Crystal Beach. I grieve over the loss of what I knew and the memories of each place; I grieve over the people that I know are hurting there. Like all of us, our connection is so much more than material losses. I do hold on to scripture: "I have never seen the righteous forsaken or their children begging bread." To the citizens of Crystal Beach and Bolivar, I pray for you; thank you for being who you are in mine & my family's life. Please let others know how we can be there for you.

LOOKING FOR YOUR HOME?
Good news is that NOAA has taken updated satellite images. If you have two computers, it will be a lot easier. First, go to this page:
http://ngs.woc.noaa.gov/ike/IKE0000.HTM
click on the quadrant (the little square) that seems closest to your home). That window will open another with little squares of satellite images. Now, open Google Eart. If you don't have it on your computer, you can download it here:
http://earth.google.com/download-earth.html
It is very RAM intensive, so you'll need a newer computer to run Google Earth. Type in Crystal Beach, Texas. Your window will zoom to Crystal Beach. Now (and this is the hard part) - look for any type of landmark. I found a small lake (lagoon) and was able to recognize it by it's unique shape). Just compare your Google Earth image on one screen to the NOAA's satellite images. It will take some time but hopefully you will be able to see your community - and what is left of it.
Since the Judge in Galveston has ordered a mandatory evacuation, this is probably the ONLY way to know the fate of your home. If you have a photo editing program (ex. Photoshop), you can open the image and zoom in even further. If not, just click on the image in your browser and it should re-draw the image even larger in your browser. Best of luck. |

Hello to you all. Bless those of you that own property on Bolivar and those looking for loved ones. My wife and I live in Cameron, TX but adopted Bolivar about 25 years ago. It's our favorite place 2nd only to our home here.
I've found pictures at KTRH radio web page. One of Gilcrest shows much distruction. Land marks are hard to spot but the picture looks east and not much is standing.
When and if any of you hear that we can get to Bolivar to start rebuilding please let me know. I will come and help in any way I can. I don't want to think about not having Bolivar in our lives.
May God Bless you all. |

NEWS ABOUT SURVIVORS: I know many of you are concerned about loved ones who decided to say and weather the storm. I did find this news article just a few minutes ago. Hopefully the fact that there is no power or telephone service just means that your loved ones have no way of contacting you. My prayers are with you all!!!
News Story Below:
Survivors found on Bolivar Peninsula
BOLIVAR PENINSULA, Texas (AP) — Rescuers say they've found 60 survivors on an isolated barrier island devastated by Hurricane Ike.
Rescuers have tried for nearly three days to get in to find out how Bolivar Peninsula residents fared during the massive storm. They finally got their first look at the beach resort community Monday.
Scott McKinney of the Sacramento Metro Fire Department said a search-and-rescue team found 60 residents. So far, they've found no dead.
The team plans to keep searching for the next few hours, but believes the search should be wrapped up on Tuesday. Many of the community's 30,000 residents evacuated as the storm closed in on the Texas coast.

My heart goes out to all the wonderful people of Pt. Bolivar. I haven't lived there in years, but I still remember the Murphys, Hughes, Comeauxs, and many more who were warm, gracioius and giving to a new resident. I worked at the former Pt. For those of you that are going through the agony of trying to locate missing loved ones, this was published on the Houston Chronicle website:
Galveston OEM sets up hotline to find missing
Galveston's office of emergency management has set up a hotline for those searching for missing friends and family friends who live in unincorporated areas of the county including Bolivar Peninsula, Bacliff/San Leon, Freddieville and Algoa.
The hotline number is 1-866-898-5723.
Those calling should have their contact information available and information about the person they are searching for, including: a description of the missing; address; last time they were in contact with them; and their plans the person had for the storm.

We are so sorry for this tragedy for we have had over 100 years of generations who have habitated this peninsula.. We feel for your loss and grieve for what this last hurricane has done to Crytstal Beach. We would hold our reunions there and hold Catholic masses underneath the pillars of our beach house. what is the condition of St. Theresa Catholic chusch , it looked like it is standing because it is on high ground. Is there any speculation about returning power to crystal beach tx ? The center point list of zip codes does not even mention 77650. Is that bad news??

I live in Tyler, but Crystal Beach has been my tropical paradise for years. I own a 1/2-acre plot off Diamond Drive about 1/4-mi N of Jose's Cantina. I had a 30' Airstream trailer parked on it which was my PRIDE AND JOY. The NOAA shots show it across the street now, probably full of water and its contents ruined. But this was my playhouse--Ed and Wanda Reed lived across the street from my lot, and their mobile home is lying on its side in the road. Does anyone know if these people are OK?

Very concerned about Sharon Jackson who was known to be in the Crystal Beach area from time to time. May be with an old man going by the name "Panama". Concerned about her welfare. Any information is appreciated. |

I have been going to Gilchrist / Rollover Pass since 1977, also lived there once. I finally talked my husband into going there to see how wonderful the people & the place is, we live in Gulfport Ms. Galveston Co. needs to do something to bring some of this back, The people that have lived there as long as I can remember & especially The Pass. Please, Please, do not let a place that you can hardly exists like this anymore, die. |

I am looking for Deborah (Debbie) Greenwood. She is a friend of mine. She did not have a cell phone number (that I know of), her land line is obviously not functioning at this time, and the only mailing address I have for her is a PO Box. She lived with her husband John in Port Bolivar. If you know where she might be, please email me. I would just like to know if she is okay.
My prayers go out to everyone on Bolivar Peninsula who have been though such a terrible ordeal and lost so much. |
