Bolivar Peninsula Beach Paid Parking was a Success for 2007
Bolivar's beautiful beaches are going to get even better!
County officials say the first year of a paid-parking program on Bolivar Peninsula beaches was a big success.
The program, which requires those who park on the beach to display stickers, netted $158,000: about $8,000 more than projected in August when county officials knew the program was exceeding expectations.
Commissioner Patrick Doyle and Parks and Senior Services Director Dennis Harris met this month with Bolivar residents to see how they wanted to spend the funds. State law requires that any money from beach-parking fees must be spent improving the beaches.
The consensus was to use the funds that were generated this year to add trash barrels, trash pickup and port-a-potties to the 32-mile stretch of beach along Bolivar, Harris told the commissioners court last week.
With future funds, residents would like to see a beach area with permanent toilets, showers and other amenities, Harris said. “They were very appreciative and felt it was a program they wanted to keep,” Harris said. One reason for the program’s success is that it involved Bolivar merchants early on.
In January and February, the county sold $5 “Early Bird” season passes from the Parks and Senior Services headquarters in La Marque. But then in March, the county started selling lots of 25 passes to Bolivar merchants at $9.50 apiece. The merchants then could sell them for $10. That gave merchants an incentive to alert beachgoers that they needed a parking pass when the visitors stopped in for beer, suntan lotion, bait or anything else.
How to enforce the program still has officials scratching their heads. In August, when its first season was winding down, County Judge Jim Yarbrough said he was reluctant to ask the sheriff’s department to ticket violators. |

Bolivar parking fees exceed expectations, bring in $220,000
The parking sticker program along Bolivar Peninsula beaches generated about twice as much money as expected, officials said.

He already has received requests for the parking stickers, which are good for the calendar year.
More than 23,000 stickers were sold in 2007, which generated $220,000, Harris said. About 80 percent of those sales were at businesses on the peninsula.
The program needed about $63,500 in start-up and operating funds in 2007, which included the costs of stickers, signs, a part-time staff member and three seasonal employees to walk the beaches, he said.
More than $155,000 went back into the program and to beach projects, including litter control, he added.
"Our main goal was to increase revenues, and we accomplished that," Harris added.
Now he is getting ready to spend some of that money with results that should be obvious to residents and beachgoers.
This year, the county has plans for using about $76,000 to pay for additional trash pickups, more trash barrels, four more portable toilets, three more beach litter pickups in the spring and renting billboard space to raise awareness, Harris said.
Also, officials are planning to make the trash can numbers on the 97 barrels along the peninsula out of reflective material so they can be seen at night. Spacing them about an eighth of a mile apart will help emergency service providers, he added.
If there is enough money left, officials are hoping to hire a security officer. They also want to save some to put toward building a public restroom with showers.
County officials met with a group of merchants and residents at the end of 2007 about the program and decided to continue it in 2008, he added.
"We are very, very pleased with the program," he added.
Parking stickers are required under the county's dune access and beach protection plan for all but two spots - east of the old Dirty Pelican Pier to the county line and a half-mile area east of Rettilon Road. Signs mark the free beach areas.
There were a few bumps along the way.
Because this was the first year, enforcement was put off until July 1. Then they had trouble figuring out procedures on the citations.
"We decided we wanted emphasis on beachgoers buying the stickers rather than writing citations," Harris said.
When deputies would see beachgoers' vehicles without the stickers, they would call an employee with the sticker program who would come out, explain the program and sell the sticker, he added.
Anne Willis, president of the Bolivar Peninsula Chamber of Commerce, said she's found people are willing to pay a little extra for cleaner beaches.
Willis, broker with Swede's Real Estate, added that her business sold about 1,000 stickers - well above her expectations.
"People know we're the last (beach) area that's free," she said.

I don't mind paying these fee at all to improve our beaches. Problem is, we counted 25 vehicles going from Lazy Lane (Emerald I) to Tinkle Drive on Saturday this past weekend. Approximately 5 to 10 of these vehicles had stickers. We are seeing this every weekend and nothing is being done. |
